Voting Question: Eminent domain- Psychological Damages- Do I have a case for a lawsuit?

Here's the story: In 2006 the "Parks and Recreation" services in our city contacted my family and told us that they planned on purchasing our property under eminent domain to extend a public park. (We still have the property as of today and the park has yet to be fully extended) Later in 2006 my 13 year old brother is diagnosed with high functioning autism and pervasive developmental disorder. He drops out of public high school the beginning of his freshman year and moves to homeschooling. In 2007 my brother develops agoraphobia (the fear of leaving home). In mid 2008 my brother is finally able to leave our home and be out in public. In late 2008 parks and recreation contacts us again and shows us future plans for their park. In early 2009 my brother relapses back into agoraphobia (nausea, hyper ventilating, etc.) . Just recently this week my brother is finally able to go back out into public without becoming sick, although he is nowhere near being 100% better. He's currently 16 years old and has had his high school career ruined due to this illness. His psychologist (one of the best in our area) has suggested that the problem may be related to a fear of having his home taken away from him (the psychologist has written this down in his personal notes many times, as he believes this is one of the direct causes for his condition).
